All Porter and Matrx flowmeters are built to the highest standards and include a failsafe mechanism. It is suggested per your flowmeter Owner's Manual to test your flowmeter regularly to ensure the failsafe is operating properly. Per the Owner's Manual instructions you will be directed to attempt to flow nitrous oxide while not flowing oxygen. A properly functioning failsafe mechanism will not allow you to flow nitrous oxide without flowing oxygen at the same time.

Per your Porter/Matrx Owner's Manual – it is recommended to have your flowmeter checked and serviced every (2) years (assuming no abnormalities are detected during regular use) by the manufacturer. Each state has individual certification guidelines and standards. It is suggested that you contact your local state authority to confirm regulations and compliance.
Regular maintenance and testing should be done in accordance with your Owner's Manual.

Full "E" cylinders of oxygen contain 625 liters of oxygen. In one example if it is assumed that an average oxygen flow rate of 4LPM is administered for a 30 minute procedure, 120 liters of oxygen would be used. Actual flow rates and administration duration will vary.
Readily available back up cylinders of oxygen are always recommended. The answer depends on what your objective for use is.
If you are planning to administer nitrous oxide more than 3-4 times per week you will realize a much greater long term economic value with a central/plumbed system as well as convenience of access/use and ergonomic installation options. Larger nitrous oxide and oxygen tanks are stored in a central location – resulting in a lower cost/liter of gas use. Many offices will have nitrous oxide and oxygen plumbed along with flowmeters in each of their operatories for a more efficient and convenient delivery option.
With a portable system (while initially less expensive) the cost of the smaller "E" cylinder tanks is much greater long term - on a per use average, and you will need to change the tanks more frequently. Portable systems can conveniently be transported from operatory to operatory.
Contact a Porter Representative in your area for a complimentary consultation to determine which option may be best for you.
A 2-cylinder nitrous oxide system contains 1 "E" cylinder of oxygen and 1 "E" cylinder of nitrous oxide. Porter does not offer a 2-cylinder portable system due to potential liability that may arise if the single oxygen tank runs out on a 2-cylinder system. A 4-cylinder system includes 2 "E" cylinders each of oxygen and nitrous oxide. The second cylinder of oxygen serves as a back-up cylinder of oxygen when you drain the first tank.
Porter recommends the user be thoroughly familiar with the use of nitrous oxide and oxygen conscious sedation for patient analgesia and be properly trained in its administration prior to use. For training requirements contact your appropriate regulatory authority country, state, or province. An additional resource is the "Handbook of Nitrous Oxide and Oxygen Sedation" by Morris S. Clark and Ann L. Brunick.
No. As long as you are administering nitrous oxide and oxygen in accordance with your local and recommended guidelines for use. Nitrous oxide is generally regarded by insurance companies as the same risk level as local anesthetic. Contact your local board and insurance carrier to confirm.

NIOSH recommends scavenging with a vacuum flow of 45lpm. Porter and Matrx flowmeters have multiple scavenging options available including an automatic vacuum control (link to Automatic Vacuum Switch-AVS) and an in-line vacuum control kit – both with visual indicators and control valves to ensure appropriate levels of scavenging are achieved. Contact your local Porter Representative for a consultation and review of your system.
